Sul & Associates International is a professional measurement and evaluation firm serving clients with culturally responsive practices. Sul & Associates International provides technical assistance to government agencies, non-profit community-based organizations, school districts, regional clinics and other organizations serving people of color. Sul & Associates International has provided data, assessment, research, planning, monitoring and evaluation services since 2001. Sul & Associates International is located in Sonoma County, California.

Project Lead

Psychometric expertise is provided by David Sul, M.Sc., of Sul & Associates International. Sul is a psychometrician specializing in the application of Item Response Theory within educational settings. He completed doctoral coursework at UC Berkeley and earned his M.Sc. in Statistics from Utah State University. As a Research Director for the Napa County Office of Education, he served on the collaborative team that developed the statewide preschool assessment for the state of California, the DRDP (2015). Sul developed the calibrated multidimensional scale for the DRDP (2015) in current use by the Special Education Division of the California Department of Education.

In 2017, Sul co-presented a symposium entitled “Reclaiming Sovereignty of Learning Rooted in Indigenous Knowledge Constructs: The Development, Implementation and Validation of the Papakū Makawalu Competency Assessment” at the 4th International Culturally Responsive Evaluation and Assessment (CREA) Conference held in Chicago. There, he laid out the indicators for developing psychometrically valid and culturally responsive large-scale assessments.

In 2016, Sul co-presented a paper at the national Culturally Responsive Evaluation and Assessment (CREA) conference held in Chicago. The paper, titled “A Framework for the Development of Equitable Measures: Strategies and Methods for Developing a Statewide Assessment Appropriate for Children with Special Needs in California.”
